- Head of Fatherland Front Committee takes prime responsibilities for and works with the leader of village, hamlet and population group in publicly notifying the standards on the legal disseminators as specified in clause 1, Article 37 of the Law on legal dissemination and education; order and procedure for recognizing legal disseminators in accordance with the provisions of the circulars to agencies, units and localities.

- In June and December in each year, Head of Fatherland Front Committee makes the list of qualified persons as specified in clause 1, Article 37, the Law on legal dissemination and education (form no. 4 issued under the Circular No. 21/2013/TT-BTP sent to Judicial - Civil Status Officer).

- Upon receiving the list of disseminators to be recognized from Head of Fatherland Front Committee, the Judicial - Civil Status Officer shall review and make the list of qualified persons, then submit the People’s Committee at the commune level for consideration and recognition.
